Summary
Harford Community College completed a web redesign Request for Proposal (RFP) process. We will provide information for institutions to consider when developing their own RFP, materials for how to review submissions, and discuss governance process to ensure sites maintain accessibility standards as they grow and mature.
Abstract
Harford Community College published the RFP for website redesign in March 2017—and again in December 2018. The development of the RFP was complicated by a significant rebranding initiative and many changes to key personnel and key stakeholders during the process. We will discuss how to keep accessibility a priority, when everything else. . .is a priority. This will include how to ensure writing teams develop a strong RFP (how much language is “enough” and how to incorporate into the document) and educating the RFP review team about the importance of meeting accessibility standards. The presentation will also demonstrate how our team reviewed the (34) submissions including our evaluation process and rubric.

Deborah Dorsey
Debbie Dorsey holds a Master of Science in Exercise Physiology from Louisiana State University and is a Higher Ed QM Peer Reviewer, Secretary for the Maryland Distance Learning Association, and graduate of the Maryland Online Leadership Institute. Debbie provides leadership to the Education, Welllness and Community Engagement Division at Harford Community College, collaborating with faculty to implement universal design best practices in both classroom and online learning environments.
Richard Smith
Richard Smith is an Instructional Designer at Harford Community College and is Past President of the Maryland Distance Learning Association. Richard was the developer of the interdisciplinary eLearning Design Institute which has a group of faculty build a course as a team. He is also an adjunct faculty member and teaches Economics and Geography.
Mark Bandy
Mark Bandy is Manager for Digital Communications at Harford Community College. Mark serves on the Campus Accessibility Committee and provides leadership to the RFP Development and the Vendor Submission Review teams.
