This session will provide organizations with results and recommendations obtained from IBM's method of quantifying web accessibility compliance issues. Organizations can use this model to prioritize their web design and development activities.
Abstract
This session will provide organizations with real-world guidance for many of the key challenges faced when they begin the process of making their web sites accessible to their customers, the public and their employees. How do we estimate the true cost, effort, and timeline to make our web sites compliant with the WCAG 2.0 guidelines? What are the tools, processes and training that our business must to put in place to meet web accessibility requirements? When does it make sense to start with a fresh site, rather than trying to fix our current, inaccessible site?
IBM conducted a North American case study which included a Canadian research university and a mix of public and private sector organizations. This provided us with a robust and extensible costing and effort model for WCAG 2.0 compliance.

Dan Shire
Dan Shire is a Senior Consultant (Usability Specialist, User Experience and Accessibility Specialist) with the Toronto IBM Interactive team. For the last 16 years, he has focused on accessibility, information architecture, and user-centered design within IBM Canada and for our clients. IBM Interactive is responsible for designing, developing and implementing solutions using e-business technologies. Dan was the information architect and user experience specialist on the 2006 Census of Canada - one of the earliest national census programs to be delivered on the Internet.
Dan served on the Government of Ontario's Accessible Information and Communications standards development committee, which introduced the requirement for both public and private sector organizations in the province to make their web sites WCAG 2.0 AA compliant beginning in 2012.
Phill Jenkins
Phill Jenkins is a senior engineer in IBM Research. Phill works across all IBM business units, including Global Business Services and Research to provide smarter accessibility technology, more inclusive solutions and consulting services. He leads accessibility efforts in IBM globally.
Phill was appointed by the President of the United States to the U.S. Access Board, a federal agency (access-board.gov) dedicated to accessible information and communications technology (ICT), the Americans with Disabilities Act (ADA) and U.S. Elections Assistance Commission. He currently serves on the World Wide Web Consortium (W3C)’s Steering Council. In his long history with IBM, he participated in the launch of the IBM Personal Computer and later with the development of the OS/2 operating system software
