In this presentation, we will provide an overview of NC State’s IT Purchase Compliance process and focus on the accessibility review process. We will discuss the process of implementation, important considerations for working with the campus community and vendors, and the impact of the IT Purchase Compliance process on campus.
Abstract
Before a university purchases software, it should review the software to ensure it complies with university standards and follows Federal and State guidelines for security and accessibility. Without review, there is a higher risk that purchases put sensitive university data at risk, do not meet the needs of the campus population with disabilities, or require integration with enterprise level applications.
In a joint effort between the Office of Information Technology, the Office of General Counsel and the Purchasing Department, NC State University implemented a process to review purchases of software prior to issuing a purchase requisition.
In this presentation, we will provide an overview of NC State’s IT Purchase Compliance process and focus on the accessibility review process. We will discuss the process of implementation, important considerations for working with the campus community and vendors, and the impact of the IT Purchase Compliance process on campus.

Crystal Tenan
Crystal Tenan is the IT Accessibility Coordinator at NC State University. She earned her Bachelors of Science and Masters of Science in Education from Baylor University and a Masters of Science in Applied Information Technology from Towson University. Her areas of expertise include digital accessibility, assistive technology, student accommodations and campus accessibility. She is dedicated to the mission of making the world a more accessible place.
Bill Coker
Bill Coker is the manager of Software Licensing at NC State University. He and his team oversee both academic and administrative campus licensing to ensure compliance, consolidation and reduced licensing costs across campus and in the Office of Information Technology. He works closely with campus, the Office of General Counsel and Purchasing to help campus get the software they need, but ensuring the software meets all university and legal standards. Bill is a graduate of UNCG and a recovering high school teacher, but moved to higher ed 14 years ago to find new ways to make a difference. Bill loves to travel with his wife and teenage son, and in his spare time, he enjoys brewing beer and sharing it with family and friends.
